Rulemaking advisory committees (RAC)

Advisory committees

Advisory committee meetings are open to the public. Due to time limitations and to ensure that public comments are correctly recorded, individuals are strongly encouraged to submit public comments in writing via email to DFR.rules@oregon.gov.

Current committees

  • 2027 Prosthetic and Orthotic RAC

    This rulemaking would reassert the existing rules listing the prosthetic and orthotic devices that must be covered by updating the effective date reference.

  • Producer License Fees RAC

    Rulemaking that affects application fees, license issuance and renewal fees charged to insurance producers, adjusters, and insurance consultants.

  • Drug Price Transparency RAC

    This rulemaking makes temporary rules permanent which resumes mandatory collection of required price increase reports from manufacturers due March 15 annually.

  • Student Loan Servicer Reporting RAC

    The purpose of this rulemaking is to expand the metrics and data points servicers would be required to report to the Department of Consumer and Business Services (DCBS) as part of their application process.

  • 2027 Oregon Reinsurance Program RAC

    The amendment to OAR 836-150-0020 will modify the definition of “benefit” year” to provide further clarity in accordance with federal guidelines. OAR 836-150-0040 will define payment parameters for the Oregon Reinsurance Program during plan year 2027.

  • De Novo Bank Tax Credit RAC

    This rulemaking creates a corporate excise tax credit for each of the first three years that a bank does business in this state. Applies only to Oregon-chartered banks that commence business in tax years beginning on or after January 1, 2027, and before January 1, 2033.

  • 2027 Standard Health Plans RAC

    Changes made by the Department of Health and Human Services this year require DCBS to reduce certain benefits on the standard bronze and silver plans.

  • Affordable Housing Insurance SB 829 RAC

    A priority bill as part of the governor’s housing agenda, SB 829 takes several steps to address the affordability and availability of insurance for affordable housing entities. It establishes and funds a premium assistance program to help affordable housing entities, shelters, and Project Turnkey sites afford the cost of insurance.

  • Auto Rating Fairness RAC

    The rulemaking will establish data reporting requirements for auto insurance issuers that will give us the ability to identify discriminatory effects on protected classes.

  • Insurance Notices HB 2563

    Requires insurers to give a clear and reasonable written explanation for any increase in the amount of premium the insured must pay.

  • Ground Ambulance HB 3243 RAC

    The bill requires health benefit plans to reimburse ground ambulance services organizations at locally established rates. The bill requires ground ambulance service providers to report locally established rates to DCBS.

  • Network Adequacy SB 822 RAC

    Extends Oregon’s network adequacy standards to include large group health benefit plans and introduce clear, quantitative standards for measuring geographic access, and appointment wait times.
