House Bill 3243 is effective January 1, 2026, and prohibits ground ambulance service providers from balance billing an enrollee for covered ground ambulance services if the enrollee has paid the in-network cost-sharing amount specified in the enrollee’s health benefit plan. The bill requires health benefit plans to reimburse ground ambulance services organizations at locally established rates or if an established local rate does not exist, in an amount no less than 325 percent of the Medicare rate. The bill requires ground ambulance service providers to report locally established rates to DCBS.
