Rules summary: HB 3243 (2025) is intended to protect Oregon consumers from out-of-network balance billing for ground ambulance services. The law prohibits billing health benefit plan enrollees more than the in-network cost sharing amount for these services and sets minimum thresholds for health benefit plan reimbursement.

Establishes statutory authority and briefly describes the purpose of HB 2563 is to require insurers to give a clear and reasonable written explanation for any increase in the amount of premium the insured must pay upon renewing a personal auto, home, or dwelling policy when a written request from an insured is received.​

Rules summary: 
In August 2025, the Ninth Circuit issued an opinion in PhRMA v. Stolfi reversing the decision of the District Court that took effect on October 31, 2025. Accordingly, the department must resume collection of mandatory price increase reports from manufacturers in 2026.
