Pharmacy benefit managers

Pharmacy benefit managers (PBMs) licensed in Oregon are required to provide information per ORS 735.537 and OAR 836-200-0418 and must report the aggregated amounts of manufacturer rebates, fees, price protections, and any other payments, as well as administrative fees, dispensing fees, and moneys received through spread pricing, pay for performance, or other similar means. The information provided from PBMs is analyzed and provided in the program's annual PBM report.

PBMs are required to submit completed templates by June 1 each year.

Insurers and PBMs who have questions about completing their reports or need help can email DPT.RxReporting@dcbs.oregon.gov or join our open “office hours" meeting Thursdays from 10:00 – 10:30 AM (Pacific time) during February through May. This standing meeting is to answer questions you may have as you gather the data for your insurer or PBM report for DPT. We will update this page if a meeting is changed or cancelled.

PBM data

Starting in 2024, the program receives reports from PBMs in Oregon per ORS 735.537 and OAR 836-200-0418. Licensed PBMs use program templates to provide required data. The data from PBMs is compiled and you can see the program's analysis in annual reports of the PBM data posted here by Oct. 1 each year. Some of this data is also included in the program's annual legislative reports.
