Oregon PDAB proposed policy recommendations

The Oregon Prescription Drug Affordability Board (PDAB) provides policy recommendations to the Oregon Legislature each year as part of the annual report in December. For the 2026 annual report, the board began considering possible policy recommendations at the July board meeting. Board members narrowed their considerations to four possibilities and directed staff to prepare memos about each one. Additionally, Board Vice Chair Dr. Daniel Hartung, submitted a policy recommendation memo for the board to consider. The board will consider these five memos at the Sept. 16, 2026 board meeting. The memos are posted on this web page for board and public review.

• Expand PDAB scope beyond current affordability reviews for individual drugs

• Orphan drug review refinements

• Address key issues in pharmacy benefit manager (PBM) practices

• Commercial health plan continuity of care requirement for prescription drugs

• Set reference prices for state-regulated commercial markets using Medicare Drug Price Negotiation Program Maximum Fair Price (MFP)
