​Dr. Jim Davis is a social psychologist, gerontologist, educator and advocate. He has served on the Oregon Insurance Advisory Committee for more than 30 years. He retired in 2016 after serving for 11 years as an associate professor in the Human Sciences Department at Marylhurst University. Dr. Davis currently is the Chair of the Oregon Disabilities Commission and the state Older Adult-People with Disabilities Behavioral Health Advisory Council. Dr. Davis is also the long-time executive director of the Oregon State Council of Retired Citizens and United Seniors of Oregon (both of whom he has served since the 1970s), state affiliates of the National Council on Aging.

Michelle Druce is the executive director of the Oregon Consumer League and the Oregon Consumer League Action Fund. The Oregon Consumer League was founded in 1966 and works to educate consumers, promote fair and ethical business practices, and advance consumer protection laws in Oregon. She is an experienced compliance attorney with more than 33 years as an attorney. She has expertise in a wide variety of financial services, state and federal compliance, privacy, and risk management. She earned her law degree from Willamette University College of Law. Michelle has volunteered in many roles to assist consumers. She previously served as a board member and treasurer of the Oregon Consumer League before her role as executive director.

Bill Hamilton ​ is the consumer representative for AARP Oregon. He is a member of the governor-appointed Advance Directive Advisory Committee, which reports to the Oregon Legislature. In addition, Bill spent seven years as AARP state representative on the Oregon POLST Coalition and served as chairperson of the Community Insight Committee. 

Bill also serves as a guest speaker with AARP on Social Security and its Fraud Watch Network. He frequently works with the Oregon Department of Justice on state programs educating the public about fraud and scams. 

He is retired after 20-plus years working in corporate relations for a software company focused on the financial industry.

Paul Terdal has volunteered as a health consumer advocate for the past 14 years. He has also helped write and lead advocacy for numerous Oregon laws relating to the insurance code and health licensing, including laws regarding insurance coverage for treatment of autism spectrum disorder, the insurance commissioner's authority to order restitution as part of enforcement actions, and the right of individuals with disabilities to receive organ transplants.​​​

Jennifer Baker is the State Director of Government Affairs for Cigna Healthcare in the Pacific Northwest region. She manages Cigna’s advocacy agenda on state legislative and regulatory issues. She is the current Chair for the Oregon State Bar Health Law Section. She brings over 20 years of government relations experience in Oregon, focusing on health insurance since 2011. Her focus for the Insurance Advisory Committee is to find new ways to provide access and affordability to quality health care for all Oregon consumers. She attended undergraduate school at Loyola University Chicago and earned her law degree from Willamette University College of Law.​

Ryan Chieffo is the director of Government and Regulatory Affairs at The Standard. Ryan joined The Standard in 2016 as an attorney in the Legal and Compliance division. Before coming to The Standard, Ryan was an assistant director at the Vermont Department of Financial Regulation and an employee benefits attorney at Perkins Coie LLP. Ryan earned a Bachelor of Arts in Philosophy from Siena College in New York and his Juris Doctor degree from Georgetown University Law Center in Washington, D.C.

Michelle Gustavson​ is an experienced corporate attorney with in-house experience representing a variety of industries including global food and agribusiness, health content and patient education solutions, and insurance. She joined United Heritage Financial Group, Inc. in January 2023 and currently serves as Vice President, Deputy General Counsel and Secretary of Sublimity Insurance Company and United Heritage Property & Casualty Company, and Vice President, Deputy General Counsel and Assistant Secretary of United Heritage Life Insurance Company and United Heritage Financial Group, Inc. In her role, Michelle manages legal and compliance matters for these corporations in the property and casualty, individual life and annuity, and group insurance markets.

Dave Cass is Vice President and Corporate Compliance Officer for PacificSource Health Plans. Dave oversees the compliance program for all lines of medical and dental business including commercial, Medicare and Medicaid plans. His responsibilities also include providing leadership for the Fraud, Waste and Abuse program and Internal Audit function.

Dave has worked in health insurance since 1999 and has nineteen years of experience in regulatory and compliance work. He holds a Bachelor’s Degree in Creative Writing from the University of Illinois and a Master’s Degree in Public Administration from Portland State University.
