Tamara Bakewell works with families of children and young adults in Oregon who experience special health needs. She manages the state’s grant-funded Family to Family Health Information Center, helping families navigate complex health care systems, including commercial and public insurance. She facilitates the inclusion of family/consumer voices in key health systems agencies around the state.

Jerry Cohen has both a JD and MPA and backgrounds in public policies around aging, disabilities and bioethics. He served from 1996-2018 as AARP’s first State Director in Oregon, working with local, state and national staff, volunteers, members and businesses, and community organizations on an array of issues across all ages. He and his wife Ruth, a care manager of over 30+ years, founded www.EvolvingElders.com in 2019 to educate and consult on various care issues.

​Dr. Jim Davis is a social psychologist, gerontologist, educator and advocate. He has served on the Oregon Insurance Advisory Committee for more than 30 years. He retired in 2016 after serving for 11 years as an associate professor in the Human Sciences Department at Marylhurst University. Dr. Davis currently is the Chair of the Oregon Disabilities Commission and the state Older Adult-People with Disabilities Behavioral Health Advisory Council. Dr. Davis is also the long-time executive director of the Oregon State Council of Retired Citizens and United Seniors of Oregon (both of whom he has served since the 1970s), state affiliates of the National Council on Aging.

Jennifer Baker is Director of Government Affairs for Providence Health Plan. She manages the Government Affairs team for PHP health plans in Oregon and Washington. She is the current Treasurer for the Oregon State Bar Health Law Section. She brings over 20 years of government relations experience in Oregon. Her focus for this committee is aiming to find new ways to provide access and affordability to quality health care for all Oregon consumers. She earned her law degree from Willamette University College of Law.

Ryan Chieffo is the director of Government and Regulatory Affairs at The Standard. Ryan joined The Standard in 2016 as an attorney in the Legal and Compliance division. Before coming to The Standard, Ryan was an assistant director at the Vermont Department of Financial Regulation and an employee benefits attorney at Perkins Coie LLP. Ryan earned a Bachelor of Arts in Philosophy from Siena College in New York and his Juris Doctor degree from Georgetown University Law Center in Washington, D.C.

Dave Nesseler-Cass is Chief Compliance Officer and Director of Regulatory Affairs at Moda Health and Delta Dental of Oregon and Alaska. Dave oversees the compliance program for all lines of business including commercial, Medicare and Medicaid medical and dental plans. He is also responsible for maintaining strong relationships with regulators and advocates on the company’s behalf regarding regulatory policy issues. He currently serves on the Oregon Department of Consumer and Business Services Insurance Advisory Committee and has served on various other regulatory workgroups. Dave holds a Bachelor’s Degree in Creative Writing from the University of Illinois and a Master’s Degree in Public Administration from Portland State University. He is also a volunteer board member for the American Cancer Society’s Oregon and Southwest Washington Area. Dave has worked on health insurance compliance and regulatory issues since 2005.
