As a senior policy advisor to DFR, Nicole advises on legislation, rulemaking, and internal policies affecting the regulation of financial products, services, and institutions in the state of Oregon. In addition, she serves as innovation liaison to the division and on the Executive Appointment Committee of the Oregon State Bar Securities Regulation Section. Nicole received her undergraduate degree from Tulane University and her law degree from Harvard Law School. Prior to joining DFR, she worked as a commercial litigator specializing in financial services, antitrust, and securities litigation. Nicole regularly speaks at regional finance law events.

TK Keen

TK Keen was appointed as administrator of the Oregon Division of Financial Regulation and deputy insurance commissioner in December 2020. DFR is part of the state’s largest consumer protection and business regulatory agency, the Department of Consumer and Business Services. TK is responsible for leading the agency’s regulation of insurance, depository institutions, trust companies, securities, and financial products. Prior to his appointment, TK was deputy administrator with DFR. Before joining the division, he practiced law as a sole practitioner in Washington, focusing on employment law cases. During law school at Lewis and Clark College in Portland, he worked for the Oregon Department of Justice, the Hon. Elizabeth L. Perris of the U.S. Bankruptcy Court, and the Portland State University Office of General Counsel. TK has led and participated in several model law workgroups to shape national consumer protection policy with the National Association of Insurance Commissioners, Conference of State Bank Supervisors, and Money Transmitter Regulators Association.

Charlie Clark

Charlie Clark was appointed director of the Washington State Department of Financial Institutions (DFI) on April 1, 2019. He first joined DFI in 2012 and served in the roles of Division of Consumer Services Enforcement program manager and division director before serving as agency deputy director beginning in November 2016. Prior to joining the DFI, Charlie represented the DFI as its lead litigation counsel as an assistant attorney general from 2005 through 2011. Prior to joining the Attorney General’s Office, he worked as an attorney in private practice. Charlie sat on the board of directors of the American Association of Residential Mortgage Regulators from 2014 to 2023, serving as its president from 2018-20. He also currently sits on the board of directors and serves as chair of the Conference of State Bank Supervisors, having previously served as secretary, treasurer, vice-chair, and chair-elect. He received his undergraduate degree in accounting and an Master of Business Administration from California State University, Sacramento. He received a JD degree from the University of the Pacific, McGeorge School of Law.
