Student loan news updated July 2026

  • The Saving on a Valuable Education (SAVE) plan is ending. Borrowers enrolled in that plan, who have been in forbearance since July 2024, will need to apply for a new income-driven repayment plan. This is the main change effecting those currently repaying loans.
  • New borrowers, or those who consolidate, have more limited repayment options and lower loan limits going forward. To read more about the July 1, 2026, changes, visit this Student Loan Borrower Assistance webpage.
  • A new Public Service Loan Forgiveness program rule, due to take effect July 1, 2026, was overturned. Public Service Loan Forgiveness rules remain the same as they have been since 2023.
  • Certain types of student loan forgiveness will be subject to federal and Oregon income tax as of Jan. 1, 2026. Oregon generally conforms with the federal tax code.
