The Oregon state innovation waiver 2023 - 2027
In accordance with the United States Department of Health and Human Services and the United States Treasury Standard Terms and Conditions (STCs) for Oregon's Patient Protection and Affordable Care Act section1332 State Innovation Waiver. The Oregon Reinsurance Program (ORP) established in 2017 by Oregon Law C.538 (2017/2019) intends to extend the ORP for plan years 2023-2027. The current Law [HB2010, 2019] authorizes the Department of Consumer and Business Services to administer the ORP from March,13, 2019 through January 2, 2028.
The Oregon Reinsurance Program (ORP) has been operating since January 1, 2018 and extends through December 31, 2022. The ORP makes health care claims payments to insurers to help pay for high cost claims incurred for members who buy health care plans on the Individual Market from the Oregon Health Insurance Marketplace. These reimbursement payments have lowered consumer premiums by a net 6.5 percent with the Waiver. The U.S. Department of Health and Human Services and the U.S. Department of Treasury, allows for states to operate their health insurance Innovation Waivers for a five year term. All states must reply every five years.
The ORP invites you to write a public comment to the Oregon Department of Consumer and Business Services, Insurance Commissioner Andrew Stolfi, about your opinion of the ORP to the U.S. Department of Health and Human Services and U.S. Treasury (The Departments). All public comments will be sent to the 'Departments' for their consideration. The comment period closes August 20, 2021.
