Oregon Reinsurance Program - Patient Protection and Affordable Care Act 1332 Waiver Extension 2028-2032 (PPACA 1332 Waiver)

The Oregon Department of Consumer and Business Services (DCBS) wrote a Letter -of –Intent to extend our current PPACA 1332 Waiver, on September 1, 2025 to the United States Department of Health and Human Services, Department of The Treasury (The Departments), and Center for Medicare and Medicaid Services Center for Consumer Information and Insurance Oversight to extend Oregon’s current PPACA 1332 Waiver (2022-2027). On September 30, 2025,  The Departments gave  Oregon DCBS the authority to proceed with our Waiver application which will be submitted in the 3rd quarter of 2026. Once application has been submitted The Departments require up to 180 days to approve the PPACA 1332 Waiver Extension for the 2028-2032 program years.
