The DFR Affordable Housing Program reimburses property and liability insurance premiums that have already been paid. Any public, private, or nonprofit entity that pays property or liability insurance premiums on eligible affordable housing or shelter properties can apply for premium assistance. This includes affordable housing owners and operators, shelter location owners and operators, Project Turnkey sites, and navigation centers.​​​​

Eligible properties include regulated affordable housing (as defined in ORS 197A.445), congregate and family shelters, youth and alternative shelter locations, Project Turnkey sites, and navigation centers.​​​

​For purposes of this program, affordable housing means properties defined in ORS 197A.445 that are subject to regulation under Oregon law.​​

​​Shelter locations include congregate, family, youth, alternative, and other shelter locations that are regulated by or receive financial support from the state, a county, city, or other political subdivision of the state, or any agency or instrumentality of those entities.​​

​Project Turnkey sites are properties that received Project Turnkey grants from the Oregon Community Foundation. A list of recipients can be found in the Project Turnkey’s 2021 report to the Oregon Legislature, Page 29. 

​​A navigation center is a low barrier outcome-based site for individuals experiencing and/or at risk of homelessness to access services. Different than a traditional one night stay shelter, a navigation center is a limited stay program designed to alleviate the pressures of living on the street to support an intense focus of looking for work and/or housing. In addition to dormitories, navigation centers come complete with onsite administration, intake, offices and meeting rooms for operators and residents, dining and community space, bathrooms, showers, and storage.​

​If your organization operates affordable housing and shelter properties, navigations centers, and/or Turnkey projects, you will need to submit a separate application for each property type.​​

​If you are applying for a portion of the sites within your portfolio, only include the property and liability insurance costs for those properties listed in your application.​​

​A land trust model may qualify if the property is located on land within Oregon and includes one or more of the following: regulated affordable housing (as defined in ORS 197A.445), congregate and family shelters, youth and alternative shelter locations, Project Turnkey sites, or navigation centers.​​

​​​Premium assistance is available to eligible entities that own or operate affordable housing and shelter properties located in Oregon. The owner or operator does not need to be based in Oregon.​​

​​​Applicants will be asked to provide geographic information about each property, including its urban, suburban, or rural setting, whether it is inland or coastal, and its proximity to elevated wildfire risk areas — details that help us understand the nature and location of the housing or shelter services being provided.​​

​Premium assistance reimburses property and liability insurance premiums paid on eligible properties. Other types of insurance coverage are not eligible for reimbursement. Premium assistance awards will be based on the property and liability insurance costs associated with the properties listed in your application. Those costs must be separated from other properties not included in your application.​​

​Applicants must have active property and liability insurance covering losses on eligible property and must maintain that coverage for the duration of the assistance period.​​

​Subject to administrative rule 836-200-0715(3), properties that are included under a master or umbrella policy may be eligible if it is clear the properties in your application are covered under that policy and are delineated on the declaration page, along with the associated premiums being charged for those properties.​​
