About the workgroup
The Oregon Department of Consumer and Business Services is convening a workgroup to advise in the development of recommendations for rulemaking regarding compliance for pharmacy benefit managers (PBMs) as outlined in the budget note to Senate Bill 5701 from the 2016 Legislative Session.
In the budget note, the Legislature directed the department to clarify its authority to regulate pharmacy benefit managers. The note calls for the department to convene a workgroup and develop recommendations for implementing a notification system for pharmacy benefit managers, investigation procedures, and enforcement mechanisms. Based on the recommendations of the workgroup, the agency will develop a report that includes recommendations for draft rules, as well as any statutory changes or clarifications necessary to fully implement the draft rules, and report to the appropriate legislative policy committees by November 1, 2016. The workgroup’s charter will outline the issues to be discussed and provides a timeline for when the topics will be considered.

The Pharmacy Benefit Manager Rulemaking Workgroup meetings will be open to the public. The meetings will be held in the Labor and Industries building, 350 Winter St. NE, Salem, OR.
